DIDDLEBURY PARISH COUNCIL   

  

A meeting of the parish council was held on Wednesday 26 May 2010 at Diddlebury Village Hall. 

Present:  Councillors Linton, Bellamy, Hedgley, Povall, Thomas, Mrs Worthington, Shropshire Councillor Mrs Motley, and two members of the public.  Apologies had been received from Councillors Longmore, Ms Bownes and Mrs Fowler.

There were no declarations of interest.

Minutes of the previous meeting

1         Draft minutes of the previous meeting had already been circulated. In para 9 “Councillor Thomas” should read “Councillor Hedgley” and “action” should read “angle”. Subject to these amendments they were approved as being correct and were signed by the Chairman.

Matters arising

2         Para 2 of the minutes of the last meeting:  the new speed limit signs were erected a few days ago;  para 8: the clerk had asked for a delay but the electricity company had been unable to alter their timetable; para 9: the sign had been straightened but nothing had yet been done to the fence; para 10: the clerk had not received any documentation yet.

 

 Unitary Council Report

3         Shropshire Councillor Mrs Motley told members about the Winter Service Review; the LJC and its rejection of a report on highways; the Flood Forum (the Chairman will be the council’s representative on this body); an external review of the workings of the Southern Area planning department; preparation for a cut in the budget of around 25% for the coming year; concerns about new government proposals relating to schools; and a “root and branch” review of the organisation of Shropshire Council.

Finance

4         The balance at the bank as at 14 April was £7,033.52 (adjusted figure £6,963.52).

5         Members decided that, following the clerk’s recommendation, no changes need to be made to the current arrangements for financial management and internal controls.

6         Members approved payment of the following:

  • The annual subscription to the CPRE (£29.00)
  • Payment of the annual insurance premium (£262.50)
  • An invoice for £24.00 relating to the rent of Diddlebury Village Hall from January to May 2010.  There has been some confusion over the payment for the use of the hall and the clerk will sort this out with the new Village Hall Treasurer.

 

Planning

7         No objections were raised to applications for consent for various alterations and extensions to the listed building Blacksmiths Cottage, Corfton.  The applicants (Mr & Mrs Kirk) were present and answered questions from members (10/01442/FUL, 10/01443/LBC and 10/01460/LBC).

8         An application for consent to lower a hedge at the Tithe Barn Diddlebury (which is within the conservation area) had been dealt with by Chairman’s Action (Councillors Povall and Ms Bownes).  They had raised no objection but requested that the existing trees be retained and if – as was suggested as an alternative – the hedge was removed and replanted, it should be of native species (10/01796/TCA.).

9         The clerk told members that consent had been given for:

  • The erection of an oak framed single storey extension at The Coach House, Elsich Court, Culmington (10/01210/FUL).
  • Erection of a double garage with a garden room above at Wynetts Bank Cottage, Bouldon (10/00958/FUL).
  • Erection of garage/workshop with studio above at Milford Top Cottage, Bache Mill (10/00989/FUL).  

 

Environment and Highways

10     Councillor Bellamy told members that the wall by the stream was being repaired by Shropshire Highways.

 

Other Reports

11     Councillor Bellamy gave a report about the recent meeting about the stream. A copy of the report will appear in the Corvedale News.  He also told members that the Parish Plan Steering Group had recently reduced its quorum from 5 to 4.  He also gave a report on the last LJC meeting.

 

Correspondence

12     The following correspondence has been received:

  • A letter from Phillips & Co stating that their work in connection with the piece of land purchased by the Diddlebury Village Hall Committee was nearly finished
  • “Countryside Voice” (from the CPRE)
  • “Clerks and Councils Direct”

 

Next meeting

13     The next Ordinary meeting of the council will be at Westhope Village Hall on Wednesday 23 June 2010.  The Public Forum will be at 7 30pm and followed by the formal meeting.

As there was no further business the chairman declared the meeting closed at 9 10pm.
